Randy W. Kamphaus, PhD, is a licensed psychologist and professor emeritus at the University of Oregon where he previously served as acting Executive Director of the Ballmer Institute for Children's Behavioral Health and Dean of the College of Education. His prior appointments include Distinguished Research Professor and Dean of the College of Education and Human Development at Georgia State University, where he is also professor emeritus, and Distinguished Research Professor at the University of Georgia. Dr. Kamphaus’s research program is focused on improving the measurement of psychological and educational constructs, serving the prevention and early intervention needs of youth with subthreshold behavioral health problems, and advancing assessment practice. He has authored or coauthored numerous books, scientific journal articles, and book chapters on these topics, created over 20 psychological and educational tests, and holds one patent. He has co-developed two widely used tests with Dr. Cecil R. Reynolds, the Reynolds Intellectual Assessment Scales (RIAS-2 NU; now in its second edition and with a normative update released in 2026) and the Behavior Assessment System for Children (BASC-4; now in its fourth edition). Dr. Kamphaus’s youth behavioral health work has been funded by research grants from the U.S. Institute of Education Sciences (IES) and the Substance Abuse and Mental Health Services Administration (SAMHSA). He is a Fellow of the American Psychological Association (APA) and has served as editor of School Psychology, President of the Division of School Psychology, and member of the APA Council of Representatives and Board of Professional Affairs.
